REGULATION ON THE ADMISSION TO JALALABAD STATE UNIVERSITY
GENERAL PROVISIONS
1.1. This Regulation governs the admission of foreign citizens to Jalalabad State University for education in higher and secondary professional education programs under contracts with legal entities and/or individuals (hereinafter referred to as the tuition fee contract).
1.2. This Regulation has been developed in accordance with the Law of the Kyrgyz Republic “On Education,” the Procedure for Admission to Higher Educational Institutions of the Kyrgyz Republic approved by the Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated June 30, 2022, No. 355, the laws of the Kyrgyz Republic “On External Migration,” and other regulatory legal acts. It establishes norms and procedures for the admission of foreign citizens to study at Jalalabad State University.
1.3. Training, retraining, qualification improvement, internships, and education of citizens of other states at JASU are carried out based on intergovernmental agreements concluded by the Government of the Kyrgyz Republic, as well as contracts with educational institutions or individual citizens.
1.4. Foreign citizens desiring to obtain higher education at JASU must have a secondary general or secondary vocational education, confirmed by an educational document or an equivalent document at the required level of education. For specialties in secondary vocational education at JASU, citizens with primary general or secondary general education and initial vocational education (if the duration of education is 3 years) are accepted.
1.5. The evaluation of documents of foreign citizens is carried out by the Ministry of Education and Science of the Kyrgyz Republic. Admission of foreign citizens without a certificate of compliance with the level of education content issued by the Ministry of Education and Science of the Kyrgyz Republic is not allowed.
1.6. Foreign citizens may enroll in JASU under a contract form of education based on agreements between JASU and the applicant.
1.7. The admission of ethnic Kyrgyz who are citizens of other states is carried out in accordance with the “Regulation on Admission to Budgetary Places in Secondary Vocational and Higher Professional Educational Institutions of the Kyrgyz Republic for Ethnic Kyrgyz Residing Abroad,” approved by the order of the Ministry of Education of the Kyrgyz Republic dated June 30, 2004. Their enrollment is carried out by the order of the Rector of JASU based on the corresponding order of the Minister of Education and Science of the Kyrgyz Republic and intergovernmental agreements. The materials for the entrance examinations of these applicants are held by the sending party.
1.8. An applicant has the right to familiarize themselves with the Charter of JASU, its faculties and pre-diploma institutions (preparatory department, lyceum), licenses, certificates, admission rules to the university, and other necessary information before submitting the entrance documents.
1.9. All necessary documentation related to the admission of foreign citizens to study at Jalalabad State University is processed by the International Relations Department and the Head of the Department for Foreign Students in accordance with the established procedures and requirements of the regulatory acts of the Kyrgyz Republic. Foreign citizens admitted to JASU have rights and fulfill their responsibilities as students in accordance with the legislation of the Kyrgyz Republic.
1.10. All necessary procedures for processing passport and visa documentation for foreign students (extension of registration and visas and/or shortening the registration and visa duration for students, residents, as required by relevant state authorities) are carried out based on corresponding orders signed by the Rector of JASU.
ADMISSION OF FOREIGN CITIZENS TO JALALABAD STATE UNIVERSITY
2.1. The Admissions Committee, the International Relations Department, and the faculties (institutes, colleges) of Jalalabad State University carry out the necessary activities to attract foreign citizens for education at JASU.
2.2. JASU conducts its efforts to attract foreign applicants through collaboration with official agents who have formal contracts with JASU and appropriate authority.
2.3. Agreements between universities and partners that provide intermediary services in various countries worldwide for the selection of foreign citizens for admission to Kyrgyz Republic universities must be approved by the Ministry of Education and Science of the Kyrgyz Republic before the announcement of admissions to universities.
2.4. JASU creates equal and favorable conditions for all agents working in a particular country to attract foreign applicants. To enhance a competitive environment and avoid a monopoly position for an agent, JASU may enter into corresponding contracts with one or more agents in a specific country.
2.5. The procedures for processing passport and visa documentation for entry, stay, and departure of applicants/students in the Kyrgyz Republic are determined by the relevant regulatory legal acts of the Kyrgyz Republic.
TUITION FEES AND CONTRACT AGREEMENT
3.1. The expenses associated with the education of foreign applicants/students at Jalalabad State University include tuition fees at one of the faculties of JASU. This type of payment must be made through a bank to the account of JASU within the specified deadlines.
3.2. Expenses related to the arrival and stay of foreign applicants/students in the Kyrgyz Republic, including accommodation, meals, extension of registration and visas, medical insurance, and other costs, are the responsibility of the applicant/student in accordance with the rules and procedures established by JASU.
3.3. The signing of contracts related to the admission of foreign citizens to the faculties of JASU and all related actions are carried out with the assistance of the Department for Foreign Students at JASU.
3.4. In the event of a student’s direct admission to one of the faculties of JASU, transfer from another university, or admission to a residency or postgraduate program at JASU, a contract is signed by the Rector of JASU and the student for one academic year.
